LCR and impedance meters measure inductance, capacitance and resistance together with the loss terms that describe how a real component differs from an ideal one.

Test frequency is the specification that most affects the result, because a capacitor measured at 100 Hz and at 100 kHz gives different values and only the frequency near your application is meaningful. Test signal level matters for non-linear parts such as ferrite-cored inductors. Four-terminal Kelvin connection and a matched fixture are essential at low impedance, since lead effects are comparable to the values measured.
