High voltage test equipment generates and measures at levels well above normal instrument ranges, for withstand testing, surge simulation and dielectric verification.

Specify the test voltage and waveform required by the standard you work to rather than choosing a rating for headroom, since the standard defines both. Confirm whether the requirement is AC withstand, DC withstand or impulse and combination wave generation, because these are different instruments. Safety provisions matter as much as output: interlocks, discharge circuits and clear indication of a live output are not optional at these levels.
