Fluke, Gossen Metrawatt, Extech, Amprobe and Keysight cover this range. Basic accuracy is rarely the deciding factor for field work. The safety category rating is, because CAT II, CAT III and CAT IV describe the transient energy the meter is built to survive at a given voltage, and using an under-rated meter on a supply-side circuit is a genuine hazard rather than a specification nicety. True RMS measurement matters wherever loads are non-linear, which now means most installations. Consider whether you need a low-impedance mode to reject ghost voltages.
